Joint Statement Between the Securities and Exchange Commission of Cambodia (SECC) and the Ministry of Posts and Telecommunications of Cambodia (MPTC)

Recently, the Securities and Exchange Commission of Cambodia (SECC) and the Ministry of Posts and Telecommunications of Cambodia (MPTC) have identified that there are promotions related to securities products and services without proper licenses or authorization from the SECC through various communication media such as websites, social media platforms, and other communication channels. These promotions aim to attract the public to invest or conduct illegal trading activities, resulting in financial loss and asset damage. Some websites or social media platforms are hosted abroad, making it difficult for the SECC to manage, while others are created through deception by using the names and images of licensed or authorized institutions or companies to mislead the public into investing or conducting transactions. Despite numerous legal measures taken by relevant authorities, these activities have caused public confusion with licensed or properly authorized companies, harmed the reputation of institutional leaders, disturbed the investment environment in Cambodia, and affected investor confidence in the financial sector, especially the securities sector in the Kingdom of Cambodia.

In this regard, the SECC and MPTC will closely collaborate on measures to block websites, social media content, and promotional materials on various communication media involved with securities without SECC’s license or authorization. This joint effort aims to prevent and combat such activities through available legal mechanisms. Additionally, the public can find the current list of licensed or authorized companies from the SECC and their official websites through the SECC’s official website at www.serc.gov.kh or via the QR Code below.

The SECC and MPTC urge and appeal to the public to exercise the highest caution when engaging in securities-related transactions through websites, social media, and other communication media that promote securities products and services without SECC’s license or authorization.

Therefore, we request all members of the public to adhere strictly to the spirit of this statement.
